1. Higher Withholding Taxes

2. Restrictions on Banking Transactions
FBR has restricted bank withdrawals, account openings, and financial transactions for non-filers.
3. Vehicle and Property Restrictions
- Non-filers cannot purchase property worth more than Rs. 5 million.
- They cannot buy or register cars over 1300cc.
4. Fines and Penaltie
- Minimum penalty of Rs. 10,000 to Rs. 25,000 for not filing tax returns.
- Heavy penalties for concealing income or avoiding tax intentionally.
5. Blocking of Mobile SIMs & Services (New Rule 2025)
FBR has introduced strict measures where SIM cards of persistent non-filers may be blocked.
